In the case of missing GPSR information for specific listings, your listings may not be visible or purchasable to buyers in the EU and Northern Ireland. Impacted listing(s) will have visibility restored when the required GPSR information is provided, unless there are other reasons the listing is hidden. There shouldn't be any impact to that listing's history or search ranking. If a listing is hidden, we'll be sure to reach out to sellers via email, message center, and other relevant channels.

What does this mean?

eBay has hidden your listing from buyers in the EU and Northern Ireland because it is missing information required by the EU's General Product Safety Regulation (Regulation (EU) 2023/988, "GPSR") — and it comes back automatically once you add that information. In most GPSR cases eBay does not delete the listing. It stays live for buyers outside the EU/NI, keeps its sales history and search ranking, and regains full visibility as soon as the required data is in place. eBay's official FAQ is explicit on both points: listings "may not be visible or purchasable to buyers in the EU and Northern Ireland" while the data is missing, and "impacted listing(s) will have visibility restored when the required GPSR information is provided."

The missing data eBay is looking for is the set of fields the GPSR requires on every listing sold into the EU/NI: the product manufacturer's name and contact information, an EU-based Responsible Person (when the manufacturer is outside the EU/NI), and product safety and compliance information such as warnings — in the local language, with the CE marking where applicable.

Your account is normally not at risk. Per eBay, "there shouldn't be GPSR-related action at an account level, unless a relevant amount of listings will be identified as non-compliant or a seller repeatedly violates requirements after suitable warnings." Treat this as a per-listing data problem — but don't ignore it, because ignoring it at scale is exactly what escalates it.

One caveat: if your email instead says the listing has been removed and cites eBay's product safety policy (recalled, banned, or unsafe products), that is a different, stricter enforcement track — check the stated reason in the email before assuming it is a simple GPSR data gap. Why did I get this?

Since 13 December 2024, the GPSR applies to consumer products — new and second-hand — sold to buyers in the EU and Northern Ireland. eBay enforces it for all business sellers who list items deliverable to those markets, "regardless of your registration country." You typically triggered this because:

• Your listing ships (or offers shipping) to the EU or Northern Ireland, and
• The listing has no Product manufacturer entry, no EU Responsible Person (while your manufacturer is outside the EU/NI), or missing product safety information for a category that needs it (toys, electricals, and similar).

eBay announced these requirements to business sellers by email and in the Seller Center GPSR page during 2024; hidden-listing notices arrive via email and the eBay Message Center.

How do I fix it? (step by step)

1. Identify the affected listings. Check the email and Message Center notice for the item numbers. The listing looks normal to you but is suppressed for EU/NI buyers.
2. Open the listing editor and go to the "Item disclosures" section. Turn on the Product manufacturer toggle and select "+ Add Product manufacturer" — enter the manufacturer's name, address and contact details.
3. Add an EU Responsible Person if your manufacturer is outside the EU/NI. Use "+ Add EU responsible person" in the same section. eBay lets you save up to 5 Responsible Person records for reuse across listings. If you don't have one yet, you must appoint one first — eBay's Regulatory contacts help page lists providers such as Webinterpret, Cert-Rep, Obelis and Eucerep. 4. Add product safety information where required. In Item disclosures, enable Product Safety and choose up to 4 pictograms and/or up to 8 statements, plus optional additional information (120 characters, no URLs). You can also upload up to 10 product documents per listing (.pdf, .jpg or .png) such as safety instructions and warnings — see Product safety disclosures.
5. Fix many listings at once with Bulk edit. Seller Hub → Listings → select listings → Bulk edit → Item disclosures → Product manufacturer → Change to.
6. Wait for visibility to return. No appeal or review request is needed for a GPSR data gap — eBay restores EU/NI visibility once the required information is present, "unless there are other reasons the listing is hidden."
7. Alternative: exclude the EU/NI. If you genuinely don't want to comply, remove EU and Northern Ireland destinations from your shipping settings. The GPSR obligation then no longer applies — at the cost of those markets.

How do I prevent it?

• Fill in Item disclosures at listing creation, not after a suppression notice. Every new listing that can ship to the EU/NI needs manufacturer, RP (if applicable) and safety data from day one.
• Keep your Responsible Person records current. If your RP arrangement changes or lapses, update the saved records before eBay's checks catch the mismatch.
• Keep a per-product compliance file — safety instructions in the buyer's language, warning texts and pictograms, traceability details. When eBay (or a market surveillance authority) asks, you resubmit in minutes instead of losing EU sales for weeks.
• Watch your Message Center. eBay says it notifies sellers via "email, message center, and other relevant channels" — suppressions are easy to miss because the listing still looks live from your own account.
