eBay GPSR: What Sellers Must Fill In (2026)

eBay asks business sellers for five things on every EU- and Northern Ireland-visible listing: manufacturer contact details, an EU Responsible Person (when the manufacturer is outside the EU/NI), product identification, safety information in the local language, and the CE marking where applicable. Who does eBay's GPSR requirement apply to?

Every business seller whose listings can be bought from the EU or Northern Ireland — regardless of where the seller is registered. The General Product Safety Regulation (EU) 2023/988 has applied since 13 December 2024, and eBay's guidance is explicit that it covers both new and second-hand products. Private (non-business) accounts are outside eBay's enforcement, but if you trade in a business capacity you're expected to register as a business seller — and the underlying regulation cares about your trader status, not your account label.

Where do I enter manufacturer and EU Responsible Person details?

In the listing editor, under Item disclosures. For a single listing:

1. Open the listing in the editor and scroll to Item disclosures.
2. Turn on the Product manufacturer toggle and select + Add Product manufacturer — name, postal address, and electronic contact.
3. If the manufacturer is not located in the EU or NI, select + Add EU responsible person and enter their details. eBay lets you save up to 5 Responsible Persons and reuse them across listings.

How do I add safety warnings, pictograms, and documents?

Also under Item disclosures, via two more toggles. Per eBay's Product safety disclosures help page:

• Product Safety toggle: choose up to 4 pictograms and/or up to 8 statements, plus an Additional information free-text field (120 characters, no URLs).
• Product documents: upload up to 10 documents per listing — manuals, warnings, declarations — in .pdf, .jpg, or .png, with the option to specify multiple languages per document.

eBay's page adds a line worth repeating: "these regulations apply to the item you sell in the EU or Northern Ireland, regardless of your registration country." Safety information should be understandable in the buyer's language, which is why the multi-language document upload exists.

What happens if my listings are missing GPSR information?

They get hidden from EU and NI buyers — not deleted. eBay's own FAQ states: "In the case of missing GPSR information for specific listings, your listings may not be visible or purchasable to buyers in the EU and Northern Ireland. Impacted listing(s) will have visibility restored when the required GPSR information is provided... There shouldn't be any impact to that listing's history or search ranking."

Practical consequences:

• Visibility returns automatically once you fill in the missing fields — no appeal needed.
• eBay notifies you by email, the Message Center, and "other relevant channels" when a listing is hidden.
• No account-level action for ordinary cases — eBay says account impact only comes when "a relevant amount of listings" are non-compliant or a seller repeatedly violates requirements after suitable warnings.
• The opt-out is to exclude the EU and Northern Ireland in your shipping settings — a valid choice, but it surrenders those buyers entirely.

Note that outright listing removal is a different mechanism: eBay's Product Safety Policy removes listings for recalled or banned products. If your removal email cites product safety rather than missing GPSR fields, check whether the product itself is flagged before relisting.

Do I need an EU Responsible Person, and where do I get one?

If your products' manufacturer is outside the EU/NI — for most private-label and handmade sellers, that's you — then yes. Under GPSR Article 16, a product can't be placed on the EU market without an EU-established economic operator responsible for it: the manufacturer, an importer, an authorised representative appointed in writing, or an EU fulfilment provider.

eBay points sellers to third-party providers — Webinterpret, Cert-Rep, Obelis, and Eucerep — but you can appoint any qualified provider, or use an EU importer or fulfilment partner you already work with.
