What does this mean?

TikTok Shop is blocking your product — at listing time or after publication — because its Product Compliance data is incomplete for an EU market, and the fix is to add a Manufacturer and an EU-based Responsible Person record, then resubmit. The error above appears when you try to publish (directly in Seller Center or through an integration tool) without a linked Manufacturer/Responsible Person record; already-live products with the same gap can be deactivated after a reminder instead.

The underlying rule is the EU's General Product Safety Regulation (Regulation (EU) 2023/988, "GPSR"). TikTok Shop's own Seller Academy article on the GPSR states, verbatim: "The General Product Safety Regulation (GPSR) mandates safety standards for non-food consumer products in the EU", that "A Responsible Person based in the EU must be designated for non-food products", and — critically — "Failure to comply may result in product deactivation." TikTok also asks you to "ensure the required information is submitted by the deadline after receiving a reminder": miss that deadline and the product goes offline.

Depending on where you are in the flow, this shows up as a listing validation error (the product never publishes), a rejected status after review, or a deactivated status on a previously live product, with notices in the Seller Center notification panel and by email. The exact wording of the panel messages varies; the enforcement pattern — reject at listing, or take down an existing listing — is consistent.

Why did I get this?

The GPSR has applied since 13 December 2024 to non-food consumer products sold to EU buyers — for TikTok Shop, that means the EU markets it operates (Germany, France, Italy, Spain, Ireland). You typically triggered this because, for a product sold into one of those markets:

  • No Manufacturer or EU Responsible Person record is linked to the product — the most common cause, and exactly what the listing error says.
  • The Responsible Person entered isn't actually EU-based. A non-EU address in the RP field is invalid; the Responsible Person must be established in the EU.
  • Required safety information is missing from the product or listing. TikTok's article requires: "The product must be labelled with the manufacturer's contact details and, if applicable, the importer's information" and "Include all required warnings and safety information on both the product and the online listing."
  • Wrong language. "All information and documentation should be submitted in the market's official language" — English-only warnings for a German or French listing can fail review.
  • Category-specific evidence wasn't provided. For categories such as electronics, sellers report being asked to evidence the CE marking, battery marking, WEEE symbol and warnings via product images and the user manual before the listing is approved.

Note that a compliance rejection can also cite category or restricted-product rules unrelated to the GPSR — always read the stated rejection reason in Seller Center before assuming which data is missing.

How do I fix it? (step by step)

  1. Read the rejection reason. In Seller Center, open the product's status (rejected/deactivated) or the notification panel entry and note exactly which field or document is flagged.
  2. Create your compliance records. In Seller Center, add your Manufacturer record — Name, Address, Telephone Number, Email Address — and your Responsible Person record — Name, Registered Trade Name (if any), Address, Telephone Number, Email Address. The RP address must be in the EU. (Integration tools such as M2E manage the same records via TikTok's Qualification Center and then let you re-validate the listing.)
  3. Appoint an EU Responsible Person first if you don't have one. If you manufacture outside the EU and have no EU importer, you need an Authorised Representative established in the EU before you can fill these fields truthfully. EUSellKit doesn't sell RP services, but the document pack it generates is what an RP provider will ask you for.
  4. Attach the records to the product. Open the product (Manage Product → Add new Product, or edit the existing one), choose the correct category, and complete the Product Compliance section by linking your Manufacturer and Responsible Person records.
  5. Add warnings and safety information — in the market's language. Put required warnings on the listing (and confirm they're on the product/packaging itself), translated into the official language of each market you sell in.
  6. Supply category evidence if requested. For electronics and similar categories, make CE and other required markings visible in your product images and upload the manual pages showing warnings.
  7. Resubmit. Publish the product again ("List Now" in integration tools) or submit the edited product for re-review. Deactivated products come back through the same route once the compliance data passes.
  8. Beat the reminder deadline for your other products. If you received a reminder rather than a takedown, submit the missing information for every affected product before the stated deadline — that is the difference between a warning and a deactivation.

How do I prevent it?

  • Complete Product Compliance at listing time, every time. Make the Manufacturer/RP linkage part of your listing template so validation never blocks you.
  • Keep one clean set of records. Maintain your Manufacturer and Responsible Person entries centrally and reuse them; update them the week anything changes (address, contact, RP provider).
  • Localize your safety content. Prepare warnings and instructions in German, French, Italian and Spanish before expanding into those markets — language mismatches are an avoidable rejection.
  • Keep a per-product compliance file. Risk assessment, safety instructions, warning texts, label/marking content and manual pages, ready to upload. Post-publication compliance sweeps happen; a ready file turns a takedown into a same-day fix.
