Selling on TikTok Shop in the EU: Compliance Basics

To sell on TikTok Shop's EU markets you need three things attached to every non-food product: the manufacturer's contact details, an EU-based Responsible Person, and the required warnings in the market's official language. TikTok enforces this harder than most platforms — a product without linked manufacturer/RP records is blocked at listing time with the error "Manufacturer/Responsible Person is required to list the product", and already-live products that miss a compliance reminder deadline get deactivated. What does TikTok Shop require for EU listings?
TikTok's requirements mirror the General Product Safety Regulation (EU) 2023/988, in force since 13 December 2024. Per TikTok Shop Academy's own guidance, for products sold into EU markets (Germany, France, Italy, Spain, Ireland):
- The product must be labelled with the manufacturer's contact details and, if applicable, the importer's information.
- An EU-based Responsible Person must be designated for non-food products.
- All required warnings and safety information must appear on both the product and the online listing.
- All information and documentation must be submitted in the market's official language — German for Germany, French for France, and so on.
This applies to non-food consumer products generally, new or not, and regardless of where your business is registered. If your manufacturer has no EU establishment — true for most cross-border sellers — the Responsible Person requirement is yours to solve before listing.
Where do I enter manufacturer and Responsible Person details in Seller Center?
In the Product Compliance section of the listing flow, backed by records in the Qualification Center.
- In Seller Center, go to Manage Product → Add new Product and choose the correct category.
- Fill in the Product Compliance section:
- Manufacturer: Name, Address, Telephone Number, Email Address.
- EU Responsible Person: Name, Registered Trade Name (if any), Address, Telephone Number, Email Address.
- Manufacturer and RP entries are stored as reusable records — add them once in the Qualification Center, then link them to each brand/product instead of retyping.
- Put warnings and safety information in the listing itself and on the physical product, in the market's official language.
The RP address must genuinely be in the EU — entries with non-EU addresses are treated as invalid and can cause rejection even when every field is filled.
Why can't I publish — "Manufacturer/Responsible Person is required to list the product"?
Because no manufacturer or Responsible Person record is linked to the product for that EU market. This is a hard validation gate, not a warning: TikTok blocks the publish action (in Seller Center and equally through API-based listing tools) until the records exist and are attached. The fix:
- Open the Qualification Center in Seller Center and add your Manufacturer and Responsible Person records.
- Match your brand(s) to the manufacturer–RP records.
- Re-publish the product (List Now). The error clears as soon as valid records are linked.
If you list through third-party integrations, sync the compliance records first — the integration surfaces the same TikTok validation error when they're missing.
What happens if I ignore the compliance reminders?
Deactivation — and TikTok warns you first. For products already live with missing or invalid compliance data, TikTok sends reminders through the Seller Center notification panel and by email, with a deadline. Miss it and the product is deactivated: it disappears from buyers until you complete the data and pass review again.
Beyond the deadline mechanism, TikTok can also reject a product at listing or remove an existing listing during post-publication compliance sweeps. In stricter categories — electronics is the usual example — TikTok may ask you to evidence compliance, not just declare it: the CE marking, battery marking, and WEEE symbol visible in your product images, plus warnings and the user manual. Rejections state what was missing; complete it and resubmit for review.
The recovery loop is always the same: read the rejection or reminder reason, fix that specific field or document in Product Compliance / Qualification Center, and resubmit.
What does EU law require beyond TikTok's fields?
TikTok's fields implement Article 19 of the GPSR, but the regulation reaches past the listing form. Every online offer to EU consumers must clearly show the manufacturer's identity and addresses, the EU Responsible Person (when the manufacturer is outside the EU), product identification, and warnings in the buyer's language. On top of that:
- Article 16(3): the Responsible Person's name and contact details must appear on the product, its packaging, the parcel, or an accompanying document — filling in Seller Center is not enough on its own.
- Article 9: manufacturers are expected to hold technical documentation (what the product is, its materials, how its safety was assessed) and keep it for ten years.
- Regulation (EU) 2019/1020 defines who can act as your EU economic operator: an EU manufacturer, an importer, an authorised representative appointed in writing, or an EU fulfilment provider.
