“Your listing has been deactivated — Etsy removed my listing for missing product safety information (GPSR)”

What does this mean?

Etsy has taken one or more of your listings offline because of an EU product safety problem — either an EU/EEA authority reported the product as non-compliant under the GPSR, or the listing is missing the product safety information the regulation requires. The listing now shows as Inactive/Deactivated in Shop Manager → Listings, the removal is recorded on your Policy violations page, and Etsy has sent (or will send) an email to your registered address explaining the reason. Buyers can no longer purchase the item until the issue is resolved and the listing is restored.

The legal background is the General Product Safety Regulation (Regulation (EU) 2023/988), in force since 13 December 2024. It obliges marketplaces to act on notifications from market surveillance authorities, and it obliges sellers ("traders") shipping to the EEA and Northern Ireland to display manufacturer details, an EU-based responsible economic operator, and relevant safety warnings on each listing. Etsy's enforcement wording is explicit in its Seller Handbook GPSR article: notification from an authority can lead to listing removal and even account suspension. This is recoverable in most cases — but it needs a concrete fix, not just an appeal message.

Why did I get this?

There are two distinct triggers, and your email tells you which one applies:

1. An authority flagged your product. A market surveillance authority in an EU/EEA country notified Etsy that your specific product is unsafe or non-compliant (for example via the EU's Safety Gate system). In this case the problem is the product or its documentation, and refilling listing fields alone won't resolve it.
2. Missing GPSR information. The listing lacks the data Etsy collects for GPSR compliance: no economic operator on the account, and empty Manufacturers / Product safety info fields on the listing. Seller reports and third-party guides describe these removals as "listing removed — missing product safety information." Listings created on or after 13 December 2024 that ship to the EEA/NI are the ones in scope; older listings are exempt even when renewed.

How do I fix it? (step by step)

1. Read the removal email carefully. Find the message from Etsy in the inbox of your registered email address and identify whether the trigger was an authority notification or missing safety information. Don't guess — the appeal path differs.
2. Add an economic operator at shop level. Go to Shop Manager → Settings → Partners you work with → Add economic operator, enter the operator's name, address, and contact details, and save. If you manufacture outside the EU, this must be an EU-based Responsible Person (Authorized Representative); if you don't have one, appoint one first — Etsy's How to Add an Economic Operator article names providers such as Cert-Rep and International Associates. 3. Complete the listing's Product safety section. In the listing form, fill Manufacturers with the maker's name, address, and electronic contact (plus the Responsible Person for non-EU manufacturers) and Product safety info with the applicable warnings: age restrictions, choking/small-parts hazards, battery or flammability warnings, disposal instructions, safe-use guidance.
4. Have the underlying documents ready. If an authority was involved, Etsy or the authority may ask for evidence: a risk assessment, technical documentation, and compliant labelling for the product. This is the substantive fix — the listing fields are only the visible surface of it.
5. Appeal from the Policy violations page. Once the information is complete, open Shop Manager → Policy violations, locate the removal, and submit an appeal (where the option is available), referencing the corrections you made. Then republish or reactivate the listing if Etsy's flow asks you to.
6. Wait for review. Third-party guides report typical restoration in roughly 24–72 hours after a successful appeal; Etsy does not publish an official timeline, so treat that as an estimate, not a promise.

How do I prevent it?

• Never publish an EEA-bound listing with an empty Product safety section. Make Manufacturers + Product safety info part of your listing checklist for every item created after 13 December 2024.
• Keep a shop-level economic operator saved and current under Partners you work with, so a single forgotten listing field doesn't take a product down.
• Maintain a per-product compliance file — risk assessment, technical documentation, label content — before problems arise. If an authority ever asks, response speed decides whether a query stays a query or becomes a removal.
• Watch your Policy violations page and registered email. Removals and deadlines appear there first; a fast, documented response is your best protection against escalation to account-level action.
• If you don't want EU obligations at all, use Shop Manager → Settings → Options → "Choose how you sell to GPSR states" to exclude EEA/NI buyers — a blunt fix, but it removes the exposure.
