“Have an EU Responsible Person for those products — Amazon GPSR "Your submission is required"”

Ensure all the products you sell in the EU and Northern Ireland meet existing labelling and traceability requirements [...] Have an EU Responsible Person for those products [...] Label the products with the contact information of the Responsible Person, the manufacturer [...] Label products with the type, batch, or serial number [...] Label products with safety information and warnings, where applicable, in the language of the country of sale

That's Amazon's own GPSR notice to sellers. In Seller Central's compliance tool, the same requirement shows up per ASIN as "Your submission is required" or "Your submission is under review" (DE: "Ihre Übermittlung ist erforderlich" / "Ihre Übermittlung wird geprüft"), and on Account Health as: "If you sell non-food products in our EU-based stores, you can now prove your General Product Safety Regulation (GPSR) compliance on the Account Health page."

What does this mean?

Amazon is asking you to prove compliance with the EU's General Product Safety Regulation (Regulation (EU) 2023/988, "GPSR"), which has applied since 13 December 2024. For every non-food product you sell to buyers in the EU or Northern Ireland, Amazon needs three things on file: your manufacturer's contact details, an EU Responsible Person's contact details, and the product's warning and safety information (or your confirmation that none is required). "Your submission is required" means at least one of those is missing for that ASIN. Ignore it long enough and the listing gets deactivated ("Listing removed" in Account Health → Regulatory compliance) and stops selling in the EU.

The Responsible Person (GPSR Article 16) is an economic operator established in the EU who answers for the product's safety documentation. If your manufacturer is based in the EU, the manufacturer is the Responsible Person and you just submit their details. If the product is made outside the EU — including by you, if you're a non-EU seller of handmade or private-label goods — you must appoint one before you can complete the submission. There is no way to fill the form truthfully without an actual EU-established person or company behind it.

Why did I get this?

• You sell (or listed) non-food products on Amazon's EU stores or to Northern Ireland, and Amazon has no Responsible Person and/or manufacturer contact data for those ASINs.
• You submitted data, but it failed validation. Amazon's published rejection reasons are precise: "The address must be written in one of the EU's official languages"; "The phone number must start with the international dialing code, beginning with either '+' or '00'"; "The number must contain between 7 and 15 digits and no spaces"; "The electronic address must not contain leading or trailing spaces"; and numeric fields "must not contain language-specific accent marks or characters, such as ä, ö, or ß."
• Your Responsible Person contract ended — Amazon deactivates listings when the RP service agreement lapses, then asks for a fresh submission.
• The status is cycling. Sellers widely report ASINs looping between "Your submission is required" and "under review" for weeks. Note: per an Amazon moderator, items sitting in the GPSR archive view need no further action regardless of the status displayed.

How do I fix it? (step by step)

1. Determine whether you need to appoint anyone. EU-based manufacturer → they are the Responsible Person; skip to step 3. Non-EU manufacturer (including non-EU sellers of their own products) → you need an EU-established operator: an EU importer, an authorised representative you appoint in writing, or an EU fulfilment service provider handling the product.
2. If you have no EU entity, contract an authorised representative service. These are paid subscription services (typically a few hundred euros per year) provided by EU-based firms. EUSellKit does not provide Responsible Person services — appoint your RP first; everything after this step depends on it.
3. Submit the contact details in Seller Central. Open the GPSR/compliance section (Account Health → Regulatory compliance, or the compliance link in the notification — note Amazon has removed the old "Manage your compliance" dashboard) and complete "Responsible Person Contact Details" and "Manufacturer Contact Details" for each flagged ASIN.
4. Format defensively. Phone as +49XXXXXXXXX (7–15 digits, no spaces), address in an EU official language, email with no stray spaces, no accented characters in number fields. Sellers have had identical data accepted in one form and rejected in another purely on formatting.
5. Add the safety information. Upload warning/safety documents or images (PS01–PS06) in the language of the country of sale, or acknowledge the product requires none — but only if that's genuinely true; a false "no warnings needed" attestation stops the listing from being created at all.
6. If the status keeps looping, check whether the ASIN is in the GPSR archive (no action needed there). Otherwise open a case, note the case ID, and escalate — Amazon forum moderators have escalated stuck GPSR validations when given a case ID.

How do I prevent it?

• Treat the RP contract as infrastructure. Renew it before it lapses; a lapsed contract deactivates every in-scope listing at once.
• Keep one canonical record of manufacturer and RP data, pre-formatted to Amazon's validation rules, and paste it verbatim into every new listing's Safety & Compliance tab.
• Label the physical products with the RP and manufacturer contact details and a type/batch/serial number — the GPSR requires it on the product itself, not just the listing, and mismatches invite enforcement.
• Keep per-product safety documentation ready in each sales language, so new ASINs launch with a complete submission instead of entering the "required → under review" loop.
