We've deactivated some of your listings for products subject to General Product Safety Regulation (GPSR) requirements

We've deactivated some of your listings for products subject to General Product Safety Regulation (GPSR) requirements from sale on Amazon. This action does not impact your account health.

If you sell on a German marketplace, the same notification reads: "Wir haben einige Ihrer Angebote für Produkte, die der Verordnung über die allgemeine Produktsicherheit (GPSR) unterliegen, für den Verkauf bei Amazon deaktiviert. Dies hat keine Auswirkungen auf Ihre Verkäuferleistung."

What does this mean?

Amazon has set specific ASINs to Inactive on its EU stores because those products fall under the EU's General Product Safety Regulation (Regulation (EU) 2023/988, "GPSR") and Amazon does not have — or no longer trusts — the compliance data it needs for them: an EU Responsible Person's contact details, the manufacturer's contact details, and any warning or safety information for the product. The listings stop selling immediately, but as the message itself says, your account health is not affected. This is a per-listing data problem, not an account suspension, and it is fully recoverable: each affected ASIN reappears in Account Health → Regulatory compliance with the action "Listing removed", next to a Submit button where you provide the missing information.

Two deadlines matter. Amazon's official policy states that the listings "will remain non-sellable until you provide the required information", and that if you don't provide it within 30 days, outstanding purchase orders will be canceled and your inventory will be returned to you or disposed of. If you use FBA, the affected stock flips to Unfulfillable, and the "Send to Amazon" tool will block replenishment with the message "This product is either prohibited, recalled, or requires compliance documentation to fulfill orders for this product in FBA."

Why did I get this?

The GPSR has applied to all consumer products sold into the EU (and Northern Ireland) since 13 December 2024. Article 19 requires that online listings show the manufacturer's contact details, the EU Responsible Person's contact details (when the manufacturer is outside the EU), and applicable warnings and safety information in the buyer's language. Amazon enforces this by deactivating listings when it "becomes aware of non-compliance." In practice, the common triggers are:

  • No EU Responsible Person on file for a product whose manufacturer is outside the EU — or no manufacturer contact details at all.
  • Missing warning/safety information, or no acknowledgement that the product doesn't need any.
  • Previously submitted information was later found invalid — Amazon's help page explicitly covers "cases where information has been submitted, but we find it to be invalid."
  • Your Responsible Person service contract ended — Amazon also deactivates listings when "the contract with the service provider acting as the Responsible Person has ended."

So even sellers who did everything right in December 2024 get this email when a data check fails or an RP subscription lapses.

How do I fix it? (step by step)

  1. Find the affected ASINs. Go to Account Health → Regulatory compliance, click Add filters, and tick "Listing removed" under Filter by action taken. You can also search by ASIN or SKU. A copy of the deactivation email is in Performance notifications.
  2. Read the reason. Click the hyperlink in the Reason column for each listing — it tells you exactly which piece of data is missing (Responsible Person, manufacturer contact, or safety information).
  3. If you don't have an EU Responsible Person yet, appoint one first. If your manufacturer is outside the EU, GPSR Article 16 requires an economic operator established in the EU (importer, authorised representative, or EU fulfilment provider). You cannot reactivate without one — sort this before touching the Submit form.
  4. Click "Submit" next to the deactivated listing and enter the Responsible Person and manufacturer contact details. Formatting matters — Amazon rejects submissions where the address isn't in an EU official language, the phone number doesn't start with "+" or "00", the number isn't 7–15 digits with no spaces, the email has leading/trailing spaces, or numeric fields contain characters like ä, ö or ß.
  5. Upload warning and safety documentation — safety instructions, warnings and pictograms as PDFs or images — or confirm the product genuinely needs none. This is where most handmade and private-label sellers stall, because they never created these documents. (This is exactly the document set EUSellKit generates.)
  6. Clear any Suppressed-listing errors first. Amazon warns that existing issues on the Suppressed listings page "prevent listings from being reactivated, even if you've fulfilled all compliance requirements."
  7. FBA sellers: if you can't resolve within 30 days, create a removal order for the unfulfillable inventory before Amazon disposes of it. Once your submission is accepted, the listing reactivates and the FBA replenishment block lifts automatically.

Alternative path: in Manage All Inventory, the affected listing shows a "Fix listing issue" → "Fix listing" button that leads to the same submission flow.

How do I prevent it?

  • Keep your Responsible Person arrangement alive. A lapsed RP contract deactivates every in-scope listing at once. Diarise the renewal date.
  • Enter compliance data at listing creation, in the Safety & Compliance tab, rather than waiting for enforcement. New listings with empty GPSR attributes can stay inactive from day one.
  • Keep the data consistent — the manufacturer email in each listing should match your registered manufacturer contact record exactly.
  • Maintain a per-product compliance file: risk assessment, safety instructions in the buyer's language, warning label content, and batch/model identifiers. When Amazon re-validates data (it does), you can resubmit in minutes instead of losing weeks of sales.
