Do I Need CE Marking for Handmade Jewelry in the EU? (GPSR 2026)

Short answer: No — ordinary handmade jewelry for adults does not need CE marking, and adding a CE mark to it would actually be wrong. What EU law does demand from jewelry sellers is different and very concrete: since 13 December 2024, the General Product Safety Regulation (EU) 2023/988 (GPSR) makes you a "manufacturer" with documentation duties, and REACH Annex XVII sets hard chemical limits for nickel (entry 27), cadmium (entry 23) and lead (entry 63) in jewelry. The one exception to the no-CE rule: jewelry made for children to play with can legally become a toy — and toys must carry CE marking.
Do I need CE marking for handmade jewelry?
No — there is no EU harmonisation law that requires a CE mark on ordinary jewelry, and CE marking may only be affixed where specific legislation provides for it. Plain jewelry — necklaces, earrings, rings, bracelets for adults — is covered by no harmonisation act, and the GPSR itself does not provide for CE marking at all. A CE mark on a sterling silver pendant is not "extra safe"; it is a false claim of conformity with legislation that doesn't apply.
Two honest caveats:
- Electronics change the picture. A light-up pendant or smart ring falls under CE-marked legislation (EMC, RoHS, possibly RED). This guide covers ordinary, non-electronic jewelry.
- Children's play jewelry is a toy. If your item is designed or intended for use in play by children under 14, the Toy Safety Directive applies and CE marking becomes mandatory — see the children's section below.
What does the GPSR require from jewelry sellers?
Even without CE marking, the GPSR gives every jewelry maker selling to EU consumers a fixed set of manufacturer duties — with no exemption for handmade, small-batch, or hobby-scale sellers. The core obligations:
- Internal risk analysis and technical documentation before the product goes on sale — Article 9(2) GPSR — kept up to date and retained for 10 years. Our GPSR technical file template walks through the full structure.
- Traceability: a type, batch or serial reference on the product or its packaging, plus your name, address and electronic contact (Art. 9(5)).
- A responsible economic operator established in the EU (Art. 16) — if you make jewelry outside the EU, you need an EU-based Responsible Person before selling in.
- Online listing information (Art. 19): distance sales must display the manufacturer's name and address, product identification, and any warnings directly in the listing. What the GPSR does not require for jewelry: third-party certification, blanket lab testing, or any conformity mark. A proportionate, written self-assessment is the legal core.
Which REACH limits apply to jewelry? (nickel, lead, cadmium)
Three entries of Annex XVII to REACH, Regulation (EC) No 1907/2006, restrict jewelry directly — and they apply on top of the GPSR, not instead of it. These are the limits authorities actually test against:

Practical translation:
- Nickel is the everyday risk. It is a release limit, so plating and wear matter — a cheap plated ear wire can pass when new and fail once the plating wears. Conformity is demonstrated with the CEN test methods (labs quote EN 1811 for nickel release).
- Lead and cadmium are content limits — the classic failure mode of low-cost alloy charms, chains, and solder from unvetted suppliers.
- Solid sterling silver, gold, and stainless steel from reputable mills are rarely the problem. Mystery-alloy findings bought by the bag are.
What should I ask my suppliers for?
A written declaration for every finding, chain, clasp, wire and bead you buy — because you, not your supplier, are the manufacturer, and "the shop said it was nickel-free" is worth nothing on paper you don't have. For each purchased component, ask for:
- A material composition declaration naming the alloy and stating compliance with REACH Annex XVII entries 23, 27 and 63 explicitly — not just "REACH compliant."
- A nickel release test report to EN 1811 for anything in prolonged skin contact, and especially for ear posts and piercing parts — above all when the part is plated.
- Batch consistency: a statement that future deliveries match the tested composition, and a fresh declaration whenever you change supplier or the supplier changes alloy.
Be honest about what these papers are: a supplier declaration transfers no legal responsibility to the supplier — it is evidence inside your own technical file, nothing more. For high-volume lines built on low-cost components, an occasional independent lab test (or XRF screening) is the only way to know the declarations are true.
Is children's jewellery treated differently?
Yes — and the deciding question is whether the item is "for use in play." The Toy Safety Directive 2009/48/EC applies to products designed or intended, whether or not exclusively, for use in play by children under 14 (Art. 2(1)). If your jewelry crosses that line — dress-up sets, play tiaras, cartoon-themed "princess jewelry" marketed as a toy — then it is a toy: CE marking becomes mandatory (Art. 16(1) of the Directive), along with EN 71 conformity and an EU declaration of conformity.
The honest gate in the other direction: Annex I, point 19 of the same Directive lists "fashion accessories for children which are not for use in play" as not toys. A genuine child-sized necklace sold as an accessory is not automatically a toy — but presentation decides. Glitter, cartoon characters, "perfect for playtime" copy, or placement in a toy category will make authorities (and marketplaces) read it as a toy regardless of what you intended.
Even when children's jewelry stays outside toy rules, the GPSR raises the bar: Article 6 makes you assess vulnerable consumers, so small detachable parts (choking), cords and long chains (strangulation), and magnetic clasps (ingestion) must be addressed in your risk assessment, not waved away.
What belongs in a jewelry risk assessment?
A short, product-specific document that names each hazard, scores it, and records what you did about it — the typical handmade jewelry assessment fits in a few pages. The hazards that recur in jewelry:
